SU for JIRA is not available in the On-Demand Version of JIRA. Is the function of SU for JIRA replicated in the core product in JIRA On-Demand?

No.

If they were, the plugins would have been deprecated. Jira OnDemand and Jira Download have the same built-in functionality off the shelf (with some minor differences in things related to managing OnDemand systems).
