I'm an Atlassian Vendor

As Atlassian has introduced its new User tier for Cloud & Data Center

After reading the article on pricing and payment, I've few queries- (https://developer.atlassian.com/platform/marketplace/pricing-payment-and-billing/)

1. In Normalized Average monthly per-user price for all DCs apps what will be the user tier and how will be the price be calculated?
2. Can we customize the user tiers for plugins for Cloud and Data Center?
3. How to calculate the Cloud pricing for each user tier?
