You could add a step to your workflow that individuals could move certain issues into called Designer Approval. Then you could add a condition to the transition out of this status to only allow a specific group to transition it (designers group - has all your designers in it.). Then designers would be able to transition it when it is approved. You can create a dashboard that the designers could use to see which issues are in this status. This can be done all through the delivered product and would not require any additional apps.
