I have been tasked to review all current fields utilized within a Jira instance

How Can I get a dump of all data items with their values?

There isn't a way to do that.  You're going to need to go into each context for each option-based custom field (select type fields, radio buttons, checkmarks, etc) and simply scrape the list of options into a doc.

I'm not sure a huge list like that is of much use in a review.  You are probably going to be better off running a search for each field for "field is not emply" and looking at what ir returns to see how used a field is.
