An admin is not able to search for a user or group when trying to add to permissions - why not?

You mentioned that the person updating the permission scheme has the necessary permissions - is it possible that the number of users is very high?

I have the same rights and have no problems with searching for users to apply rights to. It is isolated to just her admin login. When assigned issues to team members, it populates. When logged in as admin, the dropdown does not populate for adding groups or individuals to permissions.
