Allow user who isn't board owner to schedule sprints?

Is it possible to allow a user who isn't a board owner to schedule sprints? Non-owners appear to be able to add items to scheduled sprints by dropping them into a sprint, but they can't add sprints or move the sprint footer.

Sure, any user who is a project administrator in all of the projects shown on the board can start a sprint.
