All Vs Custom view ?

JIRA 7.3 Server.

Whats the "all or Custom" fields view saying to the user ?

can a standard user have this option to view what he wants ?

so, if i have 4 fields and restrict 2 for a project/issue operation - can the users view all 4 or 2 fields ?

A standard user has this option but the users will be able to choose only from the fields visible to them.

i.e. if the fields are restricted for a project, a user won't be able to select it. This option is provided so that the user can choose to only show the important fields on the screen, from what is already available. Very useful when you have 15 fields on the form but only 4 of them really matter!

thanks. but how can user customize this ? when you say- user can view only 4 from 15 then is there a away user can customize this for specific projects ?

You can customize this using the "Configure fields" option on the Create Issue dialog, as shown at https://confluence.atlassian.com/agile/jira-agile-user-s-guide/working-with-issues/creating-an-issue. 

The fields selected will be persisted across projects unless the fields are different for the project. You can choose a set of fields and they will be shown for all projects as long as that field is available on that project.
