Dear Vijayabharathi,

There are indeed user defined fields in JIRA that certain users can create. Namely; Custom Fields

JIRA lets you add custom fields in addition to the built-in fields. When creating a custom field, you can choose between Standard and Advanced types. For standard types, a preview image is shown for each type, so you can see what you are creating in advance. This ensures that you get the custom field you want, much faster. To configure search templates or add contexts to custom fields, use the Configure option on each custom field.

There are quite alot of types of Custom Field types to be created within JIRA if you want, and they can be used to store alot of different values that match with your process.

Here is documentation for Custom Fields

Friendly Regards,

Yes, ofcourse you can add user defined fields(called custom fields) in JIRA and define their types (Text field or select drop down or multi-select etc)

Please see the docs -https://confluence.atlassian.com/adminjiraserver071/adding-a-custom-field-802592519.html

Also, see how to configure a custom field -https://confluence.atlassian.com/adminjiraserver071/configuring-a-custom-field-802592532.html

Custom fields can be configured per project basis or even globally if you wish so.

You would need JIRA admin permissions to configure custom fields.
