If I'm looking at an issue in JIRA that is assigned to somebody else, is there a way for me to add a todo to that issue for *me* to do, and then track those todos in some central location somewhere?
For example, I'm looking at an issue I reported in our JIRA system, which is assigned to somebody else, but I need to submit a patch and also add some extra info and it's not appropriate to re-assign the entire issue to myself. I have other ways to manage todos but it would be convenient if I could add it right there on the issue so it's publicly visible, and then look at my list of JIRA issue todos somewhere.
I would suggest you adding a subtask under the Jira issue and assign it to yourself. Then you can view that subtask in your regular work list (Your Work | Assigned to Me).
