Hello, is it possible to set "Add new project" for groups?
So that each user of this group can add new projects, without having jira-administrator permission?
Because user x from group y shouldn't be able to see and administrate the projects of user a from group b.

Only users with Jira Administrators Global Permission can add projects. You could grant this permission to other groups but users in the groups would be able to do much more in Jira than just create new projects. They would be able to peform all actions which are available for Jira Administrators.

Is it possible to change the default permissionscheme to an other existing or do i have to edit the default scheme?
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
You can not set a new default permission scheme. But you can copy it and change the original one. In this case after you change the original default permission scheme you will be able to see the initial settings in the copied permission scheme.
