How do I get in contact with someone?  I want to run SQL on the dataserver as we cannot get the data through the front end

Do you have an account manager?  If not, then you'll need to raise a support request at https://support.atlassian.com/contact

I would question "want to run SQL" - you almost certainly do not.  The Jira database is the worst possible way to get information out of Jira, and should only be looked at as a very last resort.

Plus, you've said you are on Cloud, so you can't get to the database to run any SQL anyway.

Could you desrcibe the problem you are trying to solve?
