A customer of our app gets 403 "You do not have the permission to assign issues"

The app is outofoffice-connect (https://marketplace.atlassian.com/apps/1218305/out-of-office-absence-automatic-issue-assignment-for-jira) and a customer defined a rule that should reassign an issue to a user that has rights to assign issues. (He can be manually assigned).

The endpoint used is 

PUT /rest/api/3/issue/{issueIdOrKey}/assignee

atlassian-connect-express is version 6.6.0.

The app has the scope WRITE defined. (anyway this is a main feature and works in many installations)

The customer send the permission scheme which is

The error message normally appears when the "altassian-addons-project-access" is missing from the Project Role entries. But it is there ...

Are there other reasons why the error message

403 "You do not have the permission to assign issues"

is returned by this endpoint?

@Michael Schmidt  If all fails, the best way to go about it, is to test it out on a different permission scheme. Do not copy it, replicate the permission scheme and try the endpoint on the new scheme and see if the behaviour occurs.

Thanks for the fast answer. I can ask the customer if he allows for that. But he is just evaluating the app, not a long term relationship. I cannot reproduce it on my test instances.
