jira 8.3.3 pluginstate table does not get created-fresh instance install

(Table 'jiradb_test.pluginstate' doesn't exist)

So this happens when dropping/creating new db with proper permissions.
and removing dbconfig.xml

it does not create the pluginstate table

ok, i figured it out

well, got it working. It appears that if in the /etc/my.cnf

if the following exits, it does not want to create extra tables as i see it.

 

#character-set-server=utf8mb4
#collation-server=utf8mb4_unicode_ci

 

forgot the reason we needed the character set, thing it was due to
stupid ass emoji's creating jumping numbers in jira tickets.
