Want to create a dashboard in Jira which includes the following tabs

Click on "dashboards", then "manage dashboards" at the bottom of the list.  You'll find an "create new dashboard" button at the top of the screen.

Dashboards do not have tabs, they already use tabs to contain dashboards. 

Dashboards are collections of reporting and utility gadgets.  You could create one dashboard for each one of the "tabs" you want here, but it might be quite confusing for your people as dashboards are usually used to generate reports related to each other - each one of your "tabs" would really be a gadget on a dashboard, or even several contained in one gadget.
