Send email to Manager if timespent is more than 'Original Estimate'

I would like to send email to Project Manager if the Time Spent is more than the Original Estimate.

Tried to add Automation rule, but confused with When action, "field value changes for"..

My when condition should be

When  : "User logs work on the ticket"

Condition : JQL : "WorkRatio > 100"

Send Email to PM

How to write the when condition here, Which field should be considered here in "Field value changes for"

I have attached the screen shot of my rule.. Please help with the When condition..
