I have a question. If there is possibility to prevent set the same statuses for different tickets but by the same user ?
Example:
Developer have 2 tickets assigned to him and he can set "In Progress" status only for one of them. Can't set "In Progress" for both tickets assigned to him.

I don't think you can do this on Cloud, as you'll need some code that can check the current user's assigned issue list and then block a transition if it is inappropriate. Cloud does not support conditions like that yet.
