The scroll bar continues to let you scroll the scroll bar past where the bottom of the screen is, as if the screen extended a few inches past the bottom of the screen. This hidden part of the screen where the scrollbar continues past the bottom of the screen unfortunately also holding elements that are pretty critical, such as the submit button on a comment. Is this a known issue?
