Hi @Kavitha Pradeep,

"@mentions" (or tagging as you say) are not controlled by the Notification Scheme. 

You have to check if the "tagged" user has the permission to view the issue. If yes, that user should normally get a notification. 

In order to see if a user has access to an issue, you can use the "Permission Helper".
