Issue Security and Anyone Group

Hi there, I have a problem with setup issues for Public. JIRA Project Management Software (v7.5.0#75005-sha1:fd8c849) 

I set Public Issue Security for group Anyone.

But if I set "Public" for issue, issue does not appear in the Public.

Workaround is set Issue Security to "None"...

You don't need this "public" security level.  It's making it more complicated because Jira has to distinguish between logged in and non-logged in users.

Use "anyone" in the permission scheme to allow non-logged-in users access to everything in the project.  This is your "public" access.

Then, for any issues you want to hide, set a security level which restricts the access to the groups or roles you want to limit access to.
