Welcome to the Atlassian Community!!

To Import the Zip file using backup Manager in Jira Cloud. You need to follow these exact steps.

1. Choose Setting > System

2. Click Backup Manager under IMPORT AND EXPORT.

 3. Under Backup for cloud, select Create a backup for the cloud as it is best practice and until you took the backup of the current instance it won't allow you to import.

4.  Then, Atlassian recommends splitting your cloud backup file into two separate files which you considering for the Import.

  •   Your activeobjects.xml and entities.xml are contained in a database file.
  •    one for your attachments and additional material on its own. This can lessen the possibility of importing problems and timeout errors.

Atlassian has created a very detailed document on how to Import to Jira Cloud. 

 

Note: If you have taken backup from the Jira server so 1 -1000 license users, so you can't use this method. And If you are using the site import method data will be overwritten.
