As an admin, the quickest way is to go to the project you want to add this to, and look at the workflow scheme.  Find the workflow in use for "tests" and go into it to edit it.

Can you please advise where we need to go in Jira to set this workflow up?

Ok, that's fine.  You'll need to get an administrator to edit the workflow so you can provide a "close" function.

The test cases are simple Jira issues customised to be tests. There is currently no add-on in place. These test cases has been executed but can't close them except I delete

Depends on what you have done to support "test cases" - is there an add-on like ATM, Zephyr or Testrail in place?  Or are Test Cases simple Jira issues customised to be tests?
