When I try to change the status of a JIRA ticket I need to provide some additional information e.g. in Other complexity box. But this box is not editable. How can I make this field not mandatory.

It all depends on how your project is configured. A field can be set to required via the field configuration scheme or as part of your transition. If the field is only required when you move to specific status then you need to modify the workflow. If the field is always required, then you need to change the field configuration.
