hope you could help with this issue.
just one newly created user doesn't receive email notification
1. he can raise a ticket
2. compared his access with his colleagues - same setup
3. the only notification he can see is the Jira invite email
4. i added another person in the ticket as participant, she can see the notification
is his email blocked on Jira side?: ************EMAIL REDACTED**********

I'd suggest checking the groups and roles that the user is in and whether or not they have the appropriate permissions. They might be part of a role that's being excluded.

I have checked his profile again.
he has no any groups assigned to him, same as his colleagues.
this is what he has, same as others when I open the user management
The only difference is I cannot use Login as the user

I'd suggest not putting personal details such as email addresses on a forum like this.
It might be worth having the user check their junk/spam folder incase it was captured by a filter/rule.
