We are experiencing problems with receiving emails to atlassian. Initially it was working fine. But then both incoming and outgoing emails would reach. After that the outgoing messages fixed by itself, but incoming messages still don't get delivered. The Imap settings looks fine.
In the meantime, we receive and send emails from yandex where there email is built

it will be hard to pinpoint a reason from outside looking on this trouble. It would be required that you explain more detailed how the setup looks but probably you are able to get more details from the troubleshooting guide for e-mail channels:
