Through an administrator account i have made my account an adnmin but i still cant change the status of incoming tickets. i have searched everywhere.
I have checked the project settings as well as the global permissions and the system settings and the atlassian account settings .

I didn't understood your problem 100%, but as I understood you cannot progress/transition a ticket? If so make sure that you have transition permission in the project permission scheme or if there is a condition or validator present on the transition from the first status of the ticket.
If you want a new status for your recently created ticket via email or portal, then you will need to edit the workflow and from the Create grey bubble make sure that the create transition to points to the status you want your ticket to "land" first when created.
