I created an organization, but the organization is not activated in the issue form.
How can I make the organizational list visible in the issue form?

Did you start typing the name of the Organization? Are you executing the form on behalf of a user? Or as an Agent directly?

I already created an organization in the product > JIRA SERVICE MANAGEMENT>organization menu.
I'm setting up an agent as an administrator.
I don't know why the organization setting is empty when creating an issue form even though I set up the organization..

Not in the settings - in the form. When you are in the form, instead of just clicking on the dropdown, did you actually start typing the name of the Organization?
