how to transfer/copy a workflow from one admin site to another admin site

Assuming you are referring to the Jira Workflow that is part of your Workflow Scheme, you are able to export it to XML and import it to another system. Be careful, though.  If you reference objects such as Custom Fields in your Conditions, Validators and Post Functions, you cannot assume those objects will have the same ID number on the destination. You may need to hand edit the XML file before importing.

Note: this is only possible on Company Managed Projects

There is nothing about a Service Management Project that would limit you.  You can create a new Workflow Scheme with the imported Workflow and assign it to the JSM Project.  I don't think there is a way to do this with a Team Managed Project, though.
