Do we have option of restricting the jira service management on Mobile phones and Create a policy to access accounts only based on IP restrictions

Yes you can set IP restrictions but you need Jira premium (I noticed your question is tagged as Jira Standard). You can enter specific IP address ord ranges in the CIDR notation.

Specify IP addresses for product access
