You propably need to get the reporter added to the notification scheme for the project (literally the reporter, not an individual)
You will need to check the workflow to see what event is fired by the "close issue" transition, so you can match it up in the notification scheme.
The reporter is added as mentioned in the screen grab.

That's the problem then - you've set it up for the reporter to be emailed when "issue resolved" is fired, but you're not firing it in the transition.
Change the transition so it fires the "issue resolved" event.

You won't get that. Atlassian support doesn't do that without going through all the debugging you can via the support request, and, we're not Atlassian support.
If you could show us your configuration, we might be able to help. Start with screenshots of the permission scheme for the project and the "post functions" display on the "close issue" transition in the workflow for the issue

By reporter, do you mean a user who is a customer and doesnt have the product license?
Do check on the customer notification setting of the JSM project to troubleshoot.
