I knew the basic process about Jira service managements question.
that is,
Customer registers a question
and then inside agents handle the issue as Queues
But I want a little different process.

and other user (Unspecified) also register answer for that
Can I do it with Jira service management?
Jira Service Management does not have any functionality that allows customers/portal-users to communicate with each other publicly.
