How can I add an informational field in the portal view to assist the users to schedule a call to discuss the issue? Would it be possible to add a link to the end of the portal service management form and label it something like "schedule a quick sync with Elif"?

Unfortunately not. This field is always placed above all other fields, hence the divider on the request form.
