Why do emails sent via an Outlook Rule not create an issue?

I'm able to forward emails from my Outlook account and they successfully create a new issue in Service Management.  If I create a rule in Outlook to autoforward that same email, it does not create an issue.

Jira Service Management filters out emails if the auto-submitted headers contain the keywords auto-generated, auto-replied, or auto-notified.
