Why all our users are not receiving email notification when an issue is created?

We have enabled the "Issue Created" notification but however we are not receiving the automatic email that is supposed to be sent.

@Matilda_Cullhaj have you assigned a user/group/role etc. to that event in the notification scheme? And is the correct notification scheme assigned to the correct project?
