I just started Jira Service Management.

There is "incidents limits" per month.
I want to use only Jira Service Management to management VOC.
(not other product ex Opsgenie..)
Where is the menu about incidents

The "Major incidents per month" limit relates to the Opsgenie features that are bundles with Jira Service Management.
This is not related to the ITSM incidents created within Jira Service Management, of which there is no limit.

What Kat said is correct. The limit refers to 'major incidents' only and it is a per month limit.
JSM Incidents are without a limit.
