If you are asking an ITIL-oriented question, then the answer is that JSM comes with a pre-defined workflow for Change Management. However, in our experience working with numerous clients, there is always configuration that needs to be done to implement CM the way the client wants it to work.
An important component of CM is the CMDB. Atlassian recently acquired Mindville, which created the Insight application. Insight provides a CMDB framework within the Jira platform. Insight is now a standard component of the JSM Data Center environment. This provides a very flexible CMDB and object-oriented framework that can be expanded for a wide variety of purposes.
