When im attaching a document it will only attach a link. How do I fix this?

A user is trying to attach a word doc. When they do this it is attaching as a link and we need it to attach as a document. Any Ideas?

Welcome to the community.  Can you provide more information your actual steps when you attaching file to the issue?  (i.e. via the Portal UI or Project Issue UI?)

when we try and attach a word document to project issue UI. It will only attach as a link that you have to download. It used to just attach the file. Just trying to find a fix for this.
