What is the difference between these two users? I am trying to deactivate the user named JiraHead 4 but I can't because it shows the Suggest Change instead of Update details.
To Deactivate the user you must click the Update details > Deactivate. But the other accounts don't have the Update details but it shows Suggest Change instead. What id the difference?

Regardless of account type, you can always 'revoke site access' from the users listing:

That looks to me like JA and J are two different types of user - JA is managed inside Jira and J in an external directory (hence the "suggest changes" - you'll need an admin of the external directory to make changes, so this lets you suggest it to them directly)
