What is the best way to organize JSD project(s) for outsourcing company?

Hello Community.

Please advise on the best option to organize Clients support project(s) for outsourcing company.

The company provides different services: A, B, C, ... , Z

There are a number of Clients: C1, C2, ..... CN

Each Client has different set of services:

C1 = A,B,C and E

C2 = A, D, K and Z

C3 = B, C, and K and etc.

SLA for the same service for different Client can differ.

Can this be organized as single JSD project with Organizations?

Or should this be set as single JSD project per Client?
