To consolidate duplicated JIRA accounts, identify duplicates, decide which to keep, transfer tickets, comments, attachments from one to another, delete duplicated account, and update references to the deleted account. Do with caution and backup JIRA data.

Yes, this process would have to be done manually for each duplicated account in JIRA. This is because merging or deleting accounts and updating references to them cannot be automated.
