Welcome to the community. If you already on Atlassian Data Center for your Jira env, then you will need to take a look at the following link - https://www.atlassian.com/software/jira/service-management/pricing?tab=data-center-new
However, if you are not, then it is recommended for you to contact your Atlassian account rep to discuss moving your Jira server env to Jira Data Center or moving to Cloud env.
NOTE - JSM requires separate licenses (per agent), it is not the same Jira user licenses that you already have for your Jira application.

As per my knowledge, Atlassian stopped sales of server product.
You can no longer purchase or request a quote for a new Server product.
You have to moved DC or Cloud , then you can add JSM.
