Users cannot see all open tickets

added my team of 3 as users and then added them as admins but when they click on the mailed invite and log in they cannot see the all open tickets etc... like the project admin can.  I have set pretty much every permission there is and still they cannot see the same thing as the project admin account holder if you will.  when they log in they get stuck at the project details page and can go no further.
