A user has created a dashboard but cannot change it from "private". The user needs to share the dashboard.
The docs are unclear on this matter.

You have to grant the user group the create shared object global permission:

There is a documentation but not there. In case you missed it, in the beginning it reads:
You need to be a Jira administrator to complete all of the following tasks.
A jira admin usually has all these permissions.
