Is User data ( including passwords) stored in a separate database (schema) that can be managed separately ? Regardless of the hosting option .

@Eman Alfaour You would need to use an external user directory to separate them.  https://confluence.atlassian.com/adminjiraserver/configuring-user-directories-938847049.html   User information is still stored internally but password etc is stored externally.
