Unable to create New Project with Sample Data

Newb here. When I click on Project > Create Project, I'm not given the option to Add Sample Data. There is only a field to enter Name and below that, "Template" with the choice of SCRUM or Agile.

All the docs say I should see the Add Sample Data option automatically. 

I do NOT want to import .csv info as I don't have any.  I'm doing a tutorial that requires me creating a new project with sample data provided by Atlassian.

Note: I checked my permissions and I logged in with username: admin, Groups: site-admins

There should be a "Create Sample Data" link at the bottom, how does it look like on your end?
