Unable to assign users to a ticket in JSM

Today when getting a new ticket in our queue, I cannot assign that ticket to a user. 

I get this message when I try and assign it to one of my team members "User '5ad7a75f34f1e62b1ac9451c' cannot be assigned issues." This worked yesterday and I cannot figure out what is going on. I've check permissions, project team members, screens, and other settings. Any ideas?

I was finally able to resolve it. Somehow permissions to the team members were moved to JSM. I didn't initially look there, because I had them setup before (even tested it). Oh well, it's fixed now. 

@Ben Gadd just came across this post and am facing the same issue.. can you clarify a bit how you were able to resolve this?
