Turn On Notifications for all customers by default

Hi same issue here. Why can it NOT be setup for ALL customers in an organization to default ON

Thank you for reaching out to Atlassian Community!

When it comes to Organizations, customers will receive only one notification informing them that the ticket was shared, it's not possible to change that.
