Ticket made in anonymous portal does not get email updates

I have set up the product such that anyone can make a ticket regardless of if they logged in via jira account but it always asks for email saved as Reporter.

 

When they are logged in through jira they get issue updates when the status is changed or a comment is added but when they submit a ticket without logging in then they do not receive any email updates.

 

But under isses > edit notifications > notification scheme > default notification scheme
all these comment and status updates should have 'Reporter' as a recipient as well so the email that is saved even when an anonymous account sends a ticket should still receive tickets.
