Not able to assign issues to certain users. instead they are already under Assignable users. When checking Permission helper it i showing The user must have a Jira Service Desk license and Service Desk Agent permission on this project. How to add this?

Hello @Bhawana Pandey user should be in the jira-service-desk group and belong to the role/group that is granting service desk agent in the permission scheme assigned to that project

your users need to be Agents in Jira Service Desk. Please see this article to set this, section Agents in Jira Service Desk -> Giving them application access to Jira Service Desk Cloud.
