We have Tempo scheduler configured to send out end of week and late reminder email notifications.  Is it possible to CC on the second email the manager of the person who is getting late reminders?

You can only send out the reminders to the specified groups in Tempo (All Users, Late Users).   I see the benefit of reminding the managers and would suggest you contact Tempo support and ask if they can add this feature enhancement to their product.  https://tempo-io.atlassian.net/servicedesk/customer/portal/6/user/login?destination=portal%2F6
