I am looking for a mechanism to delegate approver for Manager. When Manager is OOO or unable to reach.
What are the methods we can use when manager informed to delegate all his approvers for secondary person, while he is out of office or vacation?

Delegated approvals are not supported in Jira Service Desk Server.
You can work around it by creating an automation rule that is triggered by issue creation, IF condition set to approvalBy(_your_manager_) and THEN clause set to Edit Issue - add approvers(_delegated_approver_).
